Michael Caine stars as Noel Holcroft in John Frankenheimer's adaptation of Robert Ludlum's novel. A German native adopted by American parents, Noel learns that his biological father was one of Hitler's financial advisers, and he has left his son a bequest of four billion dollars with the intention that it be distributed as reparation for the horrors of the Nazi regime. As he and his wife, Helden von Tiebolt (Victoria Tennant), journey from Geneva to New York to London carrying out their mission of distribution, various people attempt to kill them. Eventually they come to realize that there are neo-Nazis out there who would like to get their hands on some of that old Nazi money. Noel must find a way to stay alive and hold on to the inheritance while thwarting his enemies' plan to create a Fourth Reich.

He also uses his abilities to help the US Navy locate and sink Nazi U-Boats, forcing the Germans to create a new weapon to deal with the Allies secret weapon. When years later the Navy finds intelligent activity among dolphins, they may also know who is teaching them.

Rachel Steinn (Carice van Houten) is a beautiful Jewish woman living in Holland during the early days of World War II. Rachel manages to narrowly avoid capture, and joins the local resistance movement. With her hair dyed blonde, Rachel can easily pass for a gentile, and when the leader of the Dutch resistance movement learns his son has been captured by Axis forces, Rachel is asked to use her feminine charms to persuade a German commander to arrange for the boy's release. Rachel soon finds herself caught up in a dangerous double life as she becomes a sexual plaything for the Nazis while attempting to bring down their evil empire as a spy.
