Citizen X is a made-for-TV film, released in 1995, which covers the investigation of the Soviet serial killer Andrei Chikatilo, who was convicted in 1992 of killing 53 women and children between 1978 and 1990, and the efforts of detectives in the Soviet Union to capture him.

Based on the true story of a Russian serial killer who, over many years, claimed victim to over 50 people. His victims were mostly under the age of 17. In what was then a communists state, the police investigations were hampered by bureaucracy, incompetence and those in power. The story is told from the viewpoint of the detective in charge of the case.

In Mexico City, the powerful and violent magnate of steel Oscar Cabos catches his daughter Paulina having sex with her boyfriend and his employee Javier "Jaque" and he works Jaque over. On the next day, Jaque pays a visit to Cabos in his office and the angry man comes with a golf club to hit Jaque again. However, Cabos accidentally trips on a golf ball, falls on the floor and faints. Jaque calls his best friend Mudo to help him, but the janitor Nacho finds his boss fainted on the floor and he steals and dresses himself with Cabos' clothes and jewels. Meanwhile, Nacho's son Botcha and his friend Nico have planned to kidnap Cabos and they are waiting for him in the parking garage. When he walks in the parking garage, the two kidnappers hit him on the back of the head, believing that he is Cabos, they cover his head with a bag. They head with the abducted man to the house of Botcha's girlfriend Lula. Meanwhile, Jaque and Mudo calls their wrestler friend Ruben "Mascarita" and his midget ...

Beto (Diego Luna) and Tato (Gael García Bernal) Verdusco are brothers who work at a banana plantation and also play soccer for the village team. Nicknamed Tough because of his personality and football style, Beto dreams of becoming a professional soccer player; Tatos dream is to be a famous singer, and both share the dream of building a house for their mother, Elvira (Dolores Heredia). They have a change in luck when Batuta, a soccer talent scout, discovers them accidentally. Tato is the first to move to the big city where he becomes the star goal scorer for the prestigious Deportivo Amaranto (Amaranto Club). His baroque playing style earns him the nickname of Corny. Although Beto feels he has been betrayed and left behind, he soon travels to Mexico City to become the goalkeeper for Atlético Nopaleros (Nopaleros Team). At the peak of glory, they forget all animosity, although it does not last long. At the very real possibility of fulfilling all of their dreams, the siblings must face an innate rivalry as well as their own demons and limitations. Beto is a gambler and allows his addiction to drag him down; Tato is unable to recognize his true talents and squanders every opportunity by pursuing a false idea of celebrity and status. The dream seems to slip through their fingers. And it is at their worst moment that the brothers find forgiveness trying to help each other while casting headlong towards their individual destiny.
